Job Description

Job Title

Under the direction of the Recreation Manager, perform a variety of sports officiating in youth sports, monitor recreations activities, events, and emphasize safe and fair play by all participants, coaches, and spectators by utilizing current rules and regulations.

Examples Of Duties

Essential Job Functions And Responsibilities: (Essential functions are those functions that the individual who holds the position must be able to perform unaided or with the assistance of reasonable accommodation)

  1. Serve as a representative of the City of Mesquite, demonstrating a positive attitude and progressive actions through the display of professionalism, courtesy, and appropriate tact and discretion in all interactions with other employees and with the public.
  2. Lead and/or monitor various activities, sports, and games.
  3. Officiate at sporting events, games, and competitions; along with maintaining standards of play and to ensure that game rules are observed.
  4. Resolve claims of rules infractions or complaints by participants and/or coaches and assess any necessary penalties according to regulations.
  5. Report to immediate supervisor regarding sporting activities, complaints made, and actions taken or needed to include disciplinary action.
  6. Inspect sporting equipment, participant uniforms, playing surface and surrounding area to ensure compliance with safety regulations. Set up equipment prior to events, games, competitions, and clean up equipment and area of play following events, games, and competitions.
  7. Learn rules and regulations, as well as related hand signals, for each assigned sport. Attend scheduled training and meet certification requirements of recreation officials within the City of Mesquite. As required, tech and explain rules and regulations governing a specific sport.
  8. Confer with other officials, scorekeepers, participants, coaches and supervisors in order to provide information, coordinate activities, and discuss problems. Enforce good sportsmanship of all participants, coaches and spectators in accordance with the current City of Mesquite Sportsmanship Program.
  9. May assist with various programs. These duties may include supervision, coaching, umpiring, refereeing, score keeping, etc.
  10. Direct participants to assigned areas before competition begins. Provide instructions and guidance as necessary.
  11. Assist in enforcing Recreation Center policies to the patrons.
  12. Be dependable and meet acceptable attendance requirements at all times.
  13. Follow all applicable safety rules and regulations.
  14. Adhere to dress, grooming, and uniform standards, as well as standards of conduct prescribed by the City of Mesquite Recreation Manager. Arrive on time for all scheduled shifts.

Definition: May be asked to help perform custodial duties. May be asked to help set up, and clean up special events. Maintain cleanliness throughout the event. Perform other related duties as assigned.

Typical Qualifications

Qualifications: The degree of knowledge and ability as outlined under this section is that which is necessary to satisfactorily perform the essential functions of this position. Knowledge of:

  1. First aid and safety practices.
  2. Knowledge of City and Department policies and procedures, federal, state, and local laws, rules, regulations and licensing requirements.
  3. Sports rules and regulations.
  4. Sports field layouts.

Ability to:

  1. Ability to use initiative and independent judgement within established procedural guidelines.
  2. Ability to read, write, and communicate at a level necessary to perform assigned duties.
  3. Lead a variety of recreation activities.
  4. Establish and maintain cooperative relationships with those contacted in the course of work.
  5. Ability to recognize, avoid, report, and resolve unsafe acts, conditions, accidents, injuries, complaints, special requests, safety conditions, security issues and, illegal activities within scope of authority.
  6. Work a flexible schedule which includes evenings, and occasionally weekends and holidays.

Experience, Education and Training: Any equivalent combination of training, education, and experience which provides the individual with the required knowledge, skills, and abilities to perform the job. A typical way to obtain the requested knowledge and abilities would be: Experience: Playing, coaching, or officiating sports of any kind. Education: Must be at least 16 years old. Training: Training may be required such as:

  • American Red Cross Cardio Pulmonary Resuscitation (CPR)/First Aid & AED Certifications.
  • Signs & symptoms of illnesses.
  • Bloodborne pathogens.
  • Recognizing & reporting child abuse and neglect.

License or Certificate:

  • Must possess, at the time of employment and continuously throughout employment, a valid Nevada or "border state" Class "C" driver's license, as defined by NRS 483.
  • Possession of, or the ability to obtain, the following certifications within thre (3) months of hire:
  1. American Red Cross Cardio Pulmonary Resuscitation (CPR) certification.
  2. Automated External Defibrillator (AED) OR equivalent.
  • All required licenses and certificates, as mandated by state and federal laws, or as required herein, must be obtained and potentially maintained at the incumbent's expense.
